Equalizer Hydraulic Jack Issue -- What to do?

My rear right jack seems to have somewhat begun to fail (see attached picture). The soft foam/cushion material that surrounds the vertical, chrome extension has broken and there is some thick oily liquid between the broken sections, as shown in the picture. Is this potentially a serious issue? Recommended steps to address the problem? What is the oily liquid?

Our coach's jacks:
Equalizer Systems, 30WD18-200, 3-inch bore, 17.75-inch stroke.

That foam ring is only a dampening ring that keeps the footpad from rattling going down the road. It’s not a seal or anything like that. No worries!

Thanks Nick for your reply. What is the liquid? Is it hydraulic fluid? Some type of adhesive? Also, how to get the dampening ring back into its correct location?

Road-Chi..that the adhesive that keeps it attached to the jack housing. I had one come out & called Equalizer to get some replacement & the tech told me it's no big deal..it's more of a "wiper" of the actuator & doesn't effect performance..I bought some anyway.
