Dip stick calibration process:
Operate engine until reaches normal operating temperature
Remove crank case oil drain plugs
Remove drain from deep portion
Drain oil for 20 minutes
Remove used oil filter. Add new filter
Replace drain plugs to 50 +/- 11 ft lbs
Pour 14 quarts into crankcase
Wait 20 minutes
Check oil level and wait. Check again.
Mark dip stick to "Add" level when level stops changing.
Put 3 quarts into crankcase
Allow enough time for oil to drain
Mark the "Full" mark.
Pour 2 quarts into the crankcase for the filters
Start engine. Check level.
As stated by others, you need to extend the slobber tube all the way to the back so the slobber is not picked up by the fan blades and blown into the CAC.

I totally agree the correct oil amount should be checked....but.....that sounds like a lot of work, op has a Cummins.
And at starting off at 14 quarts may have the engine 6 quarts low...
He/she can put the engine s/n in Cummins quickserve, it'll give you the correct oil amount.
Add the correct amount, run engine, shut down and mark dipstick as full.
