Stuck caliper for sure. Go to harbor freight and buy a temperature sensing led gun. Point the gun at the brake disc and read the temp. I did a complete brake job on my 1998 Pace Arrow in 2015 after testing my brakes with the gun. Three read 150 deg. and one read 310 deg.
