If your doing rubber roof use recommended mostly water based adhesive. Generally sprays have petroleum may also dry to fast to position and roll out bubbles. EPDM rubber roof material is vulnerable to petrol-chem. Rubber that's not vulnerable buna-N is terrible in the sun and expensive. If your talking about gluing plywood to plywood not an issue if all vapors escape before rubber. The newest construction adhesive is urethane like thin Instafoam. Uses special applicator gun. One can/tube covers like 6-8 reg tubes.

If it were me that roof would get 2 layers of 1.5 oz fiberglass mat over the plywood and be topcoat with 2 coats of gelcoat. Use unwaxed laminating resin and unwaxed for the first gelcoat. Finish with the last coat of gelcoat being waxed. That roof would last forever with minimal maint. That is how we do the work decks on commercial lobster boats and they take a beating every day for years. The so called fiberglass roofs on RV's are cheap junk compared to properly done fiberglass.

How concerned are you about the interior ceiling? I've used washers and bolts to hold stuff together without worrying about glue.
I've had patch jobs on my roof and I use Flex Seal over all of it, though I'm not concerned about it looking like a professional job. This was to fix a fiberglass roof that almost flew off.
