The fuses for 'optional' jacks are typically in one of several places depending on the year of manufacture and the brand of jacks...which you don't mention.
One place is on the back side of the touch pad. Another is on the control box (they poke out of the metal lid) on the RV's firewall up under the dash opposite the drivers left foot. Another is both those place AND at the hydraulic pump where the main fuse is often an inline 30 or 40 amp fuse.
Manufacturers decide where and how to add a large fuse if needed and their chassis drawings should tell the user where they are. But I'd think a '97 would have the fuses at or near the controller and at or near the hydraulic manifold where all the solenoids for the jacks are as jacks were often an option back then.
The other items would be on their own fuses and those I'd expect to see under the hood. However, if they were originally 'options' then they might have inline fuses somewhere near to the item. Under the dash most likely.
I owned a '94 Fleetwood Bounder for 12 years and the fuses were all over the place. But the optional equipment they were always near the device and had an inline fuse setup.
