Frame and body not parallel?

I have a 2005 fleetwood revolution that I'm having a hitch welded on. We did all the measurements off the frame. we mached it up and noticed the body is off by an inch or two on the one side. We double and triple checked the measurements. Its a used coach and it doesn't seem to have been in an accident. can the body settle? or would the factory have shimmed the body for some reason? no matter what I would assume I would want to use the frame for calculations. any input would be appreciated.
