First off.......
HOW are you taking temp measurements?
Have you tested freezer door seals......warm air getting pulled in?

Freezer/food compartment use the same cooling unit/process
Freezer is FIRST in line for cooling (absorption of heat) via the Low temp Evap Coil
Then food compartment gets cooled down based on absorption capability via High Temp Evap Coil

Typically food compartment can not achieve adequate temps until AFTER freezer temp is at 10*F or lower (enough heat absorption ability left to cool food compartment)

So IF freezer temp is ACTUALLY 20*F and food compartment temp is 36*F then the freezer compartment Low temp Evap Coil is partially obstructed OR it is NOT making good contact and heat transfer is limited.
OR door seals not fully closing off freezer compartment

Hopefully just door seals.
