The EMS board may be bad. Mine failed after a lightening strike at our house, the RV was plugged in at the time. Did all the troubleshooting and called M&M Electronics to confirm. https://www.mmrvelectronics.com/
Ended up having to replace the board. My board was obsolete (2002 Windsor) so had to upgrade both the board and the load meter.



FWIW, you can by pass the EMS board, just wire nut the two wires together but then you have the ability to load shed so you will have to limit power consumption. That's what I did when I lost my board until I got my replacement.



My Front AC motor failed. I found a replacement for ~$100 and swapped it out, much quieter and blows colder also.

Of course! I forgot about the EMS board! Are you saying that you don't measure 120VAC at the control board in the A/C unit?

OK, I found a rough diagram for how this EMS operates, and indeed, it is a bad board. Actually just a bad portion of the board. I rolled the two wires from the front ac to the two wires for the back ac ( back one doesn't work anyway), and all is good now. It will now shed the front unit a little early, but I have never had much of a power shedding issue.
