This might be a 3M adhesive tape like they use on body trim etc.
My front window has a gutter across the top to divert water from the roof off to the sides. ~5 years ago it started to separate and fall down, luckily I caught it before it got bad.
I pulled it all the way off and cleaned both pieces then used the 3M tape to put it back. I then used the black windshield caulk to cover the seam, smoothed it out with my finger spaying WD40 on my finger to make a nice smooth transition. Must have doe a decent job as it's still in place today and you can't tell it is actually 2 pieces of rubber.

Many manufacturers use butyl tape between the window flange and wall. I was able to buy it at RV stores.

Am I correct that this is around the windshield? Have talked with a windshield installer about this trip as it looks pretty common.

I have talked to installers they seem to be ignorant as to tape.and yes you are correct it is around entire windshield thank you Ken

Ken,
See you live in Oregon, have you reached out to Coach Glass in Coburg? We buy all of our windshields from them, as well as any required gasket for the windshield.
