What is the part number of the in frame fuel filter used on winnebago rvs with 5.9 cummins

The fuel filter can and often will vary with the chassis year & model - it is not specific to an engine size. Winnebago used Freightliner chassis with their diesel coaches that had the 5.9L, so a call to FCCC with the last 6 digits of the VIN will get you the exact match for yours. 1-800-FTL-HELP
Most years have two filters, one a water separator and the final one a fine-micron sediment filter. Not sure which you means by a "frame filter".

He’s referring to a very large mesh screen filter, mounted on the passenger side frame rail, above the rear axel. I am aware of them only on ISB powered, Freightliner chassis, but maybe others as well, and only certain years. They are very well buried behind fuel lines and wire looms and most servicers have no clue they exist as they were not widely known in motorhomes. In trucks that had them, however, the location was up front on drivers side and relatively easy to spot.

Is that perhaps the screen at the inlet to the lift pump?

No, completely different. I had one on my previous coach, a 2007, and no one knew it was there because it was so well hidden. Only because I had read about it on this site, and the expensive work others had done because it was clogged and service departments didn’t know it existed, did I search it out on my coach, and found it. Ten years old and never replaced. Dirty, but not clogged, I replaced it anyway. Had the shop move the filter to a visible location and the new owner can easily see and access it.
BTW, the screen is a very large mesh, and likely to stop only crud from a dirty tank, degrading fuel hoses, or excessive algae.
