If the lights are on a circuit breaker and not just a fuse maybe the circuit breaker is resetting.

Head lamps are usually on a relay. If the relay is bad, they will flash off and on. Possible issue could be a bad wire, poor ground to lights, or bad wire from the alternator to the relay.

Many older coaches , mine included , use a mid 70's Chevy P/U headlight switch with an internal circuit breaker .
If a PO has installed high output headlights , the internal C/B is probably overloaded ( or just weak ), and replacing the switch and possibly installing relays to remove the load from the switch is in order.

If your headlight switch , pulls from the dash and has a triangular shaft below the knob , chances are you have that Chevy switch.

I think this is similar to thermal circuit breaker mentioned. Is it blinking at somewhat consistent speed , its heating and cooling just a blinker. Relays tend to chatter quickly. If you find the light breaker you may feel it getting hot and feel it clicking on and off.
But all the above might be possible cause . Bad grounding, loose plug spades at bulbs or relay, poor switch causing low voltage, all that means higher amps. You could swap it with another same amps to test. Might be easier to just move wire if you can reach same amp CB on that 12V bus.
The high beam switch in floor / if you have that may be getting bad as well ,easily bypass to check it.

Agree you have circuit breaker heating up and discounting. Check all connections for corrosion, and or signs of melted wire insulation. Standard low beams are 35 watt each with each high beam (depending if you have dual or quad headlights) at 55 watts.

You may also check/verify that you still have stock halogens. Some owners (like me) have updated the headlights for more powerful units. My coach has quad headlights and required a relay for extrended high beam use. We found this out last Christmas when entering Yosemite at night. Took 5 minutes for the headlights to begin the turn off, wait two seconds, lights come back on for 20 seconds,....repeat.

You just need a red and blue lens and everyone will get out of your way.

Unplug one headlight and see if it stops. If it does it is a resetting circuit breaker if not it is a relay.
