Posting the link to the public site is never an issue. Making copies or otherwise distributing it yourself could put you in violation of the copyright laws if Cummins (or whomever) chose to invoke it.
Just because you find something on the internet does not mean the owner has given up his intellectual property rights.

It appears that this is for gasoline or LP generators, not diesel. But, it is very interesting.
