When the jacks start acting up is the time to change it. They were intermittently a pain in the neck for a while before it just decided that was enough. Lol
I would not think it necessary to change or filter the fluid unless you have reason to believe it was seriously contaminated.

As far as slow jack retraction, I have found that when my jacks begin to come up slower than I want, I spray the seal where the ram goes onto the jack liberally with WD-40. I believe this softens the seal that has hardened, which is the cause of the slow retraction, and not just dry jack rams.

YMMV

I wonder if a periodic removal/cleaning of the shuttle valve would be advantageous in any way?

If you are going to remove it make sure you have the correct compatible with the trans fluid o rings to replace them with. Mine was obvoisly on it's second valve when I removed it and the o rings were misshapen too bad to reuse. I couldn't see anything wrong with my valve not sure why it failed.

I'm of the mindset that if it can leave you stranded just replace it.

My 2005 Dynaquest has Jack's, 7 years ago they wouldn't retract, alarms wouldnt cease. So I used sledge hammer to force jack (retracted). Then I removed freaking wires to jack solenoids and now I park where it's level. Slide out works fine, that's all I need. Jack's are useless expensive feature.

Oh, they make a newer solenoid that has toggle lever so when you needed to bypass a bad solenoid just flip the toggle and the solenoid is inoperative (versus older style solenoid that has nut you have to CCW release). But it's a tight area to work in and when your po'd not safe as RV slowly drops air when engine off. So don't get killed messing with solenoids. Don't get under RV when jacks are in use.
