Ignition

Have 2000 Monocomonarch v10 Ford
I replaced modular and ignition key lob in steering column there is still times I turn key to start and nothing happens, the dash lights up, turn key couple times and engine starts
Could this be a starter problem?

Yes it could. My older coach uses the same PMGR starter. The starter has a solenoid on it that is prone to issues though the starters are almost bulletproof.
My coach did the exact same thing as yours. It would crank just fine, but I had to turn the key a few times before it would do anything at all. I replaced just the solenoid on the starter and it's been fine since.
On mine there is a second solenoid up above the engine in that circuit too. On your newer one that may have been replaced by a starter relay. Either way one of those could be to blame too. But the one on the starter is more stressed and affected by heat and so more likely.
I have to admit I did no actual troubleshooting on mine. I had the starter off to pull the transmission AND I keep a couple of solenoids in the shop. (I have too many Fords.) Because I was in there I took a shot. A more sensible approach would be to use a test light and find proof of the failure point first.

Most people will just change the starter. I view it as throwing the baby out with the bathwater. An issue is the local parts stores don't really stock just the solenoid. They can order it though and it will cost you as much as entire cheapo online starter does. Weird. I choose to order my own solenoids online for a LOT less. Last ones came from eBay for $20 for a two.

Nothing against the cheapo online starters though. I have used them and have reports from many others online that they seem to work fine. DB Electrical is one reputable supplier of "cheap" but good quality and dependable starters if you don't like eBay.

Your chassis has both a solenoid on the starter and a starter relay in the power circuit to the solenoid .
The relay is grounded through the neutral safety switch , to prevent the engine being started in gear .

Location on later F-53 chassis is in the diagram below ( under passenger side floor ) and two versions shown in the picture . Problems with the internal contacts in the relay will give the problem you've described.
