Insurance recommendations?

We are also shopping around . We called Hartford , they had nice rates. Wife & I both have a clean driving record , but they won't cover us . Why ?
Last month I was side swiped by another car , about 3k in damages that his insurance paid for . Because of him running into me , they won't insure me . So stupid.

THE TRUTH IS:

They don't want to have to pay out for ANYTHING. All they want to do is collect premiums. When we hit the deer, they said that this put us in the category of "Risky Drivers" because we drove in areas where we were "at risk". The "country".

Gosh - Have they ever driven in the city??
