If they go up immediately when the key hits the first position your problem is the Nason switch. The Nason switch is a switch on the bottom of the brake switch. This switch is used to indicate the jacks are down. Had mine fail while the step was out over the curb and when jacks went into what I call an emergency retract it bent the steps.
