License Plate Covered by Hitch Bike Rack
I just added a hitch mounted bike rack and noticed that it is completely covering my Georgia tag (license plate). Is this a problem that will have the law stopping me or no big deal? Maybe a stat by state thing but I don't want to be inconvenienced by an untimely traffic stop. Is there a ladder mount tag holder if current configuration is a problem? Any thoughts? If the plate is visible through the spokes, I'd leave it. If you move it, a LEO could still be critical if it wasn't lighted in it's new location.

Not so much state by state b ut cop by cop. Feds say it has to be lit.

I was stopped and cited for this exact thing in CA, and I would bet that it would be a universal type of problem.
CA has no-cost "fix-it" tickets, so I just moved the plate holder for the fix and got a free recheck.
Another equipment issue to consider is if a license plate light is required...it was for me, so the fix included a lighted mount and running the 12volt wire to the plate mount.
I think, better safe than sorry...

Hmmm...well, it is completely cover in my case and the bike cover makes the tag invisible for sure. I'll have to give this some thought now. Especially with the need for a lighted tag holder....

I'd say the plate should be completely visible. North Carolina enacted a law a couple of years ago that banned license plate holders that obscured ANY part of the plate. We had to throw away our college alumni frames and bolt the bare plate to the vehicle. So I'd guess that in NC anyway, a LEO would not be happy about anything obscuring the plate.

If you've got a cover for the bikes, I'd use it, it keeps the bikes nicer. Here's a bracket with light that's pretty cheap. I'm sure you could fabricate a way to mount the plate to it and make it moveable from bike rack to RV when not using the rack. Fasteners Unlimited 003 70B License Plate Light | eBay

When we added the basket carrier on the back to carry the recumbent bikes, the license plate is covered. I added a lighted license plate bracket on the right rear just below the trailer stop/turn signal lamp. It was easy enough to run a wire up and pick up the clearance lights fro the new holder.
Most places do insist the the license be lighted and visible from the rear. Don't take a chance by giving a LEO any reason to pull you over....who knows, it may be a slow day, the donut shop ran out of his favorites before he got there...who knows.

I have a similar problem. I have one of those Rubbermaid storage boxes for folding chairs and other light but bulky things, about 5 ft wide and 2.5 ft high that I carry on a hitch mount flat carrier on the back of my toad. When mounted it completely blocks the toad tag and some of the lights. I bought a $20 set of trailer lights at HF that comes with a license plate bracket, wired them to a hitch plug, and made a Xerox of my license plate that I mounted on the bracket in rigid plastic. From six ft away you can't tell the difference. No worries so far.

Recently someone I know got pulled over here in St. Louis because there bikes & bike rack on there car blocked the plate.
What's funny about this is the fact that trucks in MO with 16k lbs. or greater plates aren't required to have a plate on the rear at all. So you regularly see 3/4 & 1 ton pickups & excursions driving with no rear plate, but if you have bikes blocking your plate you can get a ticket
