Lost City Water Pressure

2018 Tiffin Open Road 36 UA. Recently, while camping, lost City water pressure. But had normal pressure using the onboard water tank and pump. However, when using the water pump it never would stop cycling on and off, despite my efforts to bleed air from the various faucets. So we limped along with the system, turning the water pump on when water needed then back off, to avoid burning out the pump. Next, I discovered that with CityWater turned on and the tank fill/city water selector valve was set to "city water", the water tank was filling (but no water pressure at faucets). My initial thought was that the City Water/Tank Fill selector valve had failed, since the symptoms were the same no matter what the position of the valve. Second hypothesis was that check valve in water pump had failed allowing retrograde flow of water through the pump and back into water tank. Replaced the pump and symptoms still present. So second hypothesis in the dumper. Could this be a City Water/Tank Fill Selector Valve issue?Am I overlooking something?

Sure sounds like the City/Fill Valve.....
Fresh water tank filling-----on board pump short cycling (system pressure drops cause FILL valve is allowing water to go to tank)
