LP valve at the tank is not turning on

Is there a switch or how does it engage? I have put 12v to it and it clicks open and gas flows but it doesnt do it with out the batt.

please help!!

problem was my lack of knowledge. The LP alarm has a switch on it and it was off. What I did was put a toner on the valve leads and went around the rig trying to find where those wires led and I found them at that switch. Turned it on and a few seconds later gas started to come.
