Not at all "odd" for a mid-90's vintage coach with the relatively small Cummins "C" engine. Exhaust brakes were optional (keeps the cost down) and those who didn't travel in the mountains often didn't really need them. Exhaust or engine brakes were more likely to be standard equipment on high end models, but not so much in the entry and mid-range.
An exhaust or engine brake or transmission retarder is a nice-to-have feature but the world got along without them for decades.
