No breaker and pedestal box

I was reading an online review about a park down in Louisiana and it said that the pedestal boxes were always hot and had no breaker. How do you deal with this?

Kill the mains in your RV, Plug in then, reset mains.

There are others like that. We use the New Green Acres in SC often and I hate each time I plug in.

Two ways to do this.
1.Turn off the main breakers in the coach, hook up and turn the breakers on.
2. Or in my case, I'd hook up and let the surge protector do the work for me.

#2 is the way to go. IMHO, everyone should have a Progressive Industries EMS that qualifies and delays the power before gating through to the RV.

Failing to have such a unit, then #1.
