No hot water after winterizing 2003 Monaco La Palma

First trip after dewinterizing and hooked up to city water at rv park. Usually hot water tank fills up and faucets spit for a while when we turn on electric HW heater. Water does come out faucet but doesn't heat up. We tried gas water heater and heard it fire up but water stayed cold and propane heater shut off. Have read about some sort of bypass valve that we never used but the repair service we use did the winterization this time. Is there a bypass valve near the water pump or somewhere else that can get water to the HW heater? Currently at the Oregon coast at Reedsport area intending to go south via Brookings and Cresent City.

You may have already tried all of this but just not mention it yet. This is what I would do.

1) Should be an outlet at the back of the water where it is plugged into 120v. Make sure the breaker is on and test for voltage at outlet.
2) Carefully (in case it did heat up), lift the pressure relief valve lever to bleed out air. (Top spigot outside on the heater)....carefully not to spray very hot water or make you jump off ladder.
3) Unplug wires from control board and reseat.
4) Make sure your thermal fuse is still good (outside connected to control panel ...little wire inside a short clear plastic tube)
5) restart the gas heater several times, perhaps clean the thermocouple...if the gas igniter doesn't sense heat, it shuts off in about 3 seconds.
6) I occasionally need to adjust the air inlet on the gas tube to get the flame right at different altitudes.

Found the bypass valve for the WH on the inside wall under the sink and behind the water heater. Clearly marked lever action. When I opened the valve we could hear the water filling up the tank. All good on propane and checking electric WH now, hoping we didn't fry the heating element in the process of discovering the problem.
Hope this helps someone who had someone else weathering their rig. Apparently you bypass the WH if you use antifreeze to weathering. We never used antifreeze when we winterized, hence the problem. Continuing on our journey south, eventually to Yuma!
