We've found quite a difference in fan noise across different models, even sometimes in the same brand. The oil-filled heaters use natural convection rather than a fan, so always quieter. The downside is slower to start putting out heat or to stop when no longer desired.
The amount of heat you get with 1500 watts is the same, but different heaters distribute the heat in different ways & patterns, which can make a difference in your comfort. The right choice depends on the layout and your preferences. Our stick house doesn't heat very evenly so we use a ceramic forced air heater in the wider space of the living room and an oil-filled radiator in the bedroom at night.
You said the kitchen/Living area heater "didn't do squat". You probably need more watts (btus) to fix that, but you will be limited by the available electric supply. You can't put two 1500 watt heaters on the same house outlet circuit without tripping a breaker. It might be useful to have two smaller heaters in that area - RVs are often hard to distribute heating or cooling evenly.
