With the wheels chocked, I'd get eyes on the parking brake mechanism as someone applies and releases the parking brake. It could be a frozen mechanism or just brake shoes that need adjustment.

Sounds like your parking brake is on the driveshaft, not dual chamber spring parking brakes on the rear brake drums. Let us know which you have.

What chassis do you have and does it have air brakes?

The drive shaft mounted parking brake needs an adjustment.
Watch as someone actavates it. The rod going into the spring chamber should only move 1 to 2 inches. Don't know if you adjust the rod or it has a star wheel inside that you get to thru a oval shaped slot. The slot may have a rubber plug in it.
If it has an adjustment slot, with the brake off, turn the star wheel until tight and then back off 5 or 6 teeth. Then apply it and check the rod movement.

X2 on the ^^^^ and it's about the same as adjusting the brakes on a trailer. Block the wheels, but you knew that.

I have a air cylinder mounted next to enclosed housing which I'm sure is driveshaft brake. looks like only adjustment is on air cylinder threaded yoke.I'll let you know after I adjust yoke.

If adjusting the length of the rod on the air chamber doesn't give braking action, you might have to disassemble the enclosed housing and replace the brake shoes. (or pad if it's a disc brake)

Does your unit have this set up for adjusting?

Yes, a slight tightening of the rod made my parking brake hold on a slope when it had slipped before.

Oops, rereading my post I meant to say "lengthening of the rod" not tightening.
