The Smithsonian museums actually don't have any parking of their own, but there is (very limited) on-street parking around them. The "RV parking" you're thinking of might be the spaces used by tour buses?
Okay... That sounds right... I do remember using one of those parking places for a couple of days with nobody complaining. Like previously mentioned, its been ten years or better since I've been there. Maybe I was lucky in doing so....
