That's too bad. You're not elaborating on the purchase circumstances, i.e ebay, craigslist, what? And, based on what you're stating is wrong, I'm kind-a assuming you did this purchase from a distance because you didn't see and or inspect it BEFORE paying for it. Well, things like this happen but, not all that often. I've purchased two different tow bars from ebay and both have worked just fine for years.
After quite a few miles of towing, I disassembled each one and rebuilt them from scratch. Tow bars aren't rocket science. They're just sliding components with a lock, period. It doesn't take a ton of know-how to disassemble them all the way down to the last part. And then, you repair/replace what's needed and, put it all back together. Unless you have severely damaged parts/components, It's more than likely salvageable and, with some TLC, you can have a nice working tow bar.

Don't send it to Blue Ox because they will say it is too old and worn. The "weld" on one arm is the factory weld!! Most likely.

how and when
The tow bar was bought from an person that has quit rv ing. I bought it along with a Brake buddy vantage select that works as intended. Price for both was less than several advertised used Brake buddy. At time the brake buddy was demonstrated at time of sale.

I have the same tow bar and use it to tow our Saturn Vue...
One passenger side arm is welded to the hitch piece and cannot pivot, this is normal. The other arm does pivot with a bolt.
The telescoping tubes on both arms should move in/out if the levers are held in.. When the levers are released, the tubes should lock in the fully extended positions..
Parts are available to repair the bar. If you're not comfortable doing it yourself, Blue Ox will inspect and repair / or replace (at a reasonable charge)

Ship it to Blue Ox and see if it is worth having it rebuilt. Call them first and discuss it with them. They might feel sorry for you and offer a little help. It is all worth an investment in safety.

Been thete w an old BO bar and most likely BO will offer a modest trade in towards a new bar. You need to work thru one of their dealers.
ETrailer.com and others sell BO parts and you can look up price for a new arm.

Take a look on the blue ox website and see if they are having a service event anywhere near you. For $35 they will rebuild it.
