Power Step Behavior

On my 2007 HR Scepter, my one-stage step stopped working. The fuses are all OK. Tested motor and is OK. The control module was cracked and in rough shape so I replaced it with a new one. Re-assembled everything and also cleaned the ground connections.
I have power to the module.
I close the door and the step comes in and vice versa open the door and the step comes out.
I close the door again and nothing happens.
Does anybody have any insight as to what could be wrong or out of sync?

Is your step over ride switch in the wrong position?

No.
There is no response in either position.

I assume they are Kwikee. Here are the troubleshooting procedures.
