Funny that the radio main dash switch for power doesn’t light up. Wondering too if perhaps the power switch is bad sending it power, but I don’t know because the radio power switch doesn’t do anything.

Mmmm - I don’t know that what you describe with the headlight switch is related to the radio backlight remaining on - it could be, or it could be coincidental.
Some chassis use a relay to actually power the headlights so that would require investigation. Seems I read somewhere that Workhorse initially routed headlight current through the actual turn signal activated bright/dim switch which led to premature switch failure. A work-around has been figured out where a relay was added.
But you did trigger a thought - have you confirmed that your dash light dimmer isn’t locked to the “always on” position?
And - my initial thought still stands that the installer may have wired the radio backlight to the same 12v power wire as the radio uses. That wire would always be hot as the radio on/off would control the radio, but have no control of the backlight. Assuming the radio has a separate backlighting wire.
