USA sells millions of gals of gas each day. If they directed the taxes they collect on gas, diesel etc to where it should - roads - you would have super hi ways everywhere. New Zealand did this years ago and they have beautiful smooth roads albeit overcrowded now. All their gas tax goes to road building.
That's what the tax was initially introduced as. It was a Road Tax.
Like anything else the beauty of throwing the tax into a slush fund called General Revenue became too enticing.
Now the Road Tax is Toll Highways.
