Sales tax WAS exempt in GA on used motor vehicles between individuals...it still IS on non motorized vehicles like travel trailers and you have to pay the annual personal property tax on them.

YES, a tag costs $20 in GA...BUT there is a $100 “heavy vehicle” fee on my DP so its tag costs me $120/year in GA.

Was this a new or used car? It may be different when buying from a dealer vs a private party, I bought my coach used from a private party.

I notice that North Carolina is no longer on the double dipping taxing state list, though Mississippi, West Virginia and Arkansas are as of 2018

I can only say for my experiences here in Texas. When I purchased a vehicle in another state, I paid that state's sales tax. Then when I registered it in Texas, I paid any difference to the state of Texas.

I'm sure each state is different.
