In Tennessee, vehicles exceeding 8500 pounds are exempt from the seat belt laws. Not sure about child restraint.
55-9-603. Use of safety belts in passenger vehicles Violations Penalties Arrest Applicability.
(a) (1) No person shall operate a passenger motor vehicle on any highway, as defined §55-8-101(22), in this state unless such person and all passengers four (4) years of age or older are restrained by a safety belt at all times the vehicle is in forward motion.
(2) No person four (4) years of age or older shall be a passenger in a passenger motor vehicle on any highway, as defined in §55-8-101(22), in this state, unless such person is restrained by a safety belt at all times the vehicle is in forward motion.
(b) (1) The provisions of this section shall apply only to the operator and all passengers occupying the front seat of a passenger motor vehicle.
(2) If the vehicle is equipped with a rear seat which is capable of folding, the provisions of this section shall only apply to front seat passengers and the operator if the back seat is in the fold down position.
(c) As used in this section, unless specified otherwise, "passenger car" or "passenger motor vehicle" means any motor vehicle with a manufacturer's gross vehicle weight rating of eight thousand five hundred pounds (8,500 lbs.) or less, that is not used as a public or livery conveyance for passengers. "Passenger car" or "passenger motor vehicle" does not apply to motor vehicles which are not required by federal law to be equipped with safety belts.

Only in passenger vehicles, a MH isn't a passenger vehicle and is exempted in most cases.

We have a 40' DP, driver and front passenger are buckled up,
everyone else can move about or stay seated depending on
traffic situation. It is a bus....

Bingo....We have a winner!
When was the last time you saw a bus with seat belts? (even school buses)
Motor homes are classed as buses in all states.
We use seat belts for all in our M/H.

Air bags are not required for Class A motorhomes, they have lots of 'crumple zone' to absorb the impact. LOL.

Can anyone tell me what is listed on their title under type?
This one it E PAS which is the same thing my pick truck has. On the title is says VEHICLE.
Just wondering what others have.

February. Of this year. It was a 2017 that had just been delivered to the company our group chartered for an overnighter to Sam's Town Casino in Shreveport. We went for the Mardi Gras parade and celebration.
It was a very nice bus, and each seat was equipped with a lap and shoulder belt. I am not sure, but I think MCI was the manufacturer of the bus. It rode very well, and when we chatted with the driver he said it was his favorite one to drive.
One of the models sold by MCI is the "Setra". Here is an excerpt from their info page on the bus:
" The all-new Setra TopClass S 417 now features passenger seatbelts as well as the highly innovative Front Collision Guard (FCG) that goes a long way towards protecting the driver and passengers in the event of a front-end collision. In spite of the most modern safety systems and well trained drivers, there are times when an accident cannot be prevented. In these rare instances, the Front Collision Guard ensures that the drivers area is pushed back away from the danger zone."

I have received so many different answers from DMV from local right to the talking to just about every department at the head office in Albany.
The last call was to our local DMV. It will be registered as a passenger vehicle and have to follow all passenger vehicle laws. I asked if it only has 4 seat belts provided and many families have 5 people what do we do......Just go if it doesn't have enough you do not need them. So if and when I get pulled over that is what I was told. I logged the date, time and person I spoke to for all that is worth.

.....well suppose the driver is up early trying to get more miles down the road while his or her spouse is sleeping.....should be strapped into the bed.....

I'll probably get flamed for this but ... I can't believe someone is worried about not having enough seat belts, if we HAVE to wear them, if I'm I going to get pulled over and checked, etc... look at a school bus. I've never seen one that has seat belts. In a motor home as long as the driver and the up front passenger have their belts on then there is nothing to worry about. I've never been pulled over and checked. My wife and kids all get up and move around while going down the road. My kids go back and lay on the bed in back and watch a movie. They get up to use the bathroom, etc...

I hate to admit it but I do the same thing. I do limit people coming up front frequently but if up front your buckled up.

Some of us do take some risks.
This reminds me of.....some years ago, a friend of my boss at that time stopped by the business where we worked, in his DP motorhome.
He and his wife had been on a trip. They were retired, probably in their 70's. She had gotten up to use the restroom, and was just exiting the bathroom door. I don't recall the exact circumstances of why, but at precisely that moment he had to really stand on the brakes to avoid an accident.
His wife literally somersaulted down the aisle, hit the dash, and ended up in the step well. She had a dislocated shoulder, cracked ribs, a broken leg, and was still hospitalized at the time.
Their dream had a very sad ending. I clearly remember him in tears telling us she nearly died. He was devastated, and felt so bad that he was beginning the process of selling the motorhome.
It can happen in an instant. Just something to think about.

There are a million answers to this but the simple one is: If you're in the front two seats, wear a seatbelt. If you're a rear passenger, stay seated while in motion. I let people get up and go to the bathroom, get a drink, etc. while in motion, but I always tell them to stay seated in heavy traffic situations or on curvy, winding roads.
Personally, I don't care if they wear a seatbelt or not, unless they're kids.

MY 2000 Winnebago has seat belts for all seating positions except the dinette, which has a sticker on the wall beside each bench seat which states:
WARNING! this seat is not to be occupied while vehicle is moving".
Kinda off-topic; I once had a 1976 Allegro MH. My-then wife, liked to sit/lie on the bed while I was driving. I made a panic stop when a car pulled out in front of me. Wife came flying up the isle, hit the dash and just lay there. When I got stopped-in the side of the car, she was moaning and crying, both wrists broken, bruised ribs and back, red swollen face. She never again rode in any vehicle without a seat belt.
