Can't speak to the locks on your Pace Arrow but I had the same issue with locks on our 2007 Itasca Ellipse. Seeking help on several forums, I found this to be a typical problem with slide locks. Sometimes they worked, sometimes not. I disabled locks on both slides 5 years ago and have had no problems with slides moving without locks.

Our first motor home an "01 Adventurer used a little strap attached to the floor and the molding on the edge of the slide. Maybe the third time I extended the slide, I forgot to take it off, and it ripped the molding loose. We stopped using the straps. Later we bought a Journey with electric locks, within the first week they wouldn't unlock (a tiny Micro switch broke) It took a couple of hours to take it apart so the slide would open. We then drove it about 75,000 miles without a problem and the locks disabled.
Now our Aspire didn't come with locks!
