Speedo and odometer

Hello,
Signed up to this forum a year or so ago. Great information. I have been on the hunt for and RV and using the information I read here has helped quite a bit. At a point now that I a looking at a 2001 georgie boy Landau v-10 ford chassis. It has 33K on it. When I took it for a test ride I noticed the speedometer was not working. Needle stuck between 30 and 40. Should I assume that the odometer is not correct if the speedo want not working.
