I would lean toward the fuel pump. It really doesn't need to be leaking where you can see a drip. Mine was just weeping and that was enough to keep it from starting. I checked the tightness of the bolts, but they were fine. Ultimately had to have the fuel pump replaced. The interesting thing about this story is that at the time we were in Destruction Bay, Yukon Territory, and the closest repair place was in White Horse 180 miles away. I called Cummins and had them send the pump to Inland Kenworth in White Horse, then had my roadside assistance trailer our coach the 180 miles. But, what the hey, it's all part of the adventure.

According to Cummins, you don't blow air in a fuel tank, pre- fill a fuel filter or ignore the fact that the lift pump don't work !

If the ISC has a fuel shut down solenoid like the C8.3L, then check to make sure the Solenoid is lifting and staying lifted to allow fuel to the pump.
