Here's a previous thread that might help.

I did that in a 5th wheel but ordered at 17" high commode also. DW's feet dangled so I had to take the riser out and just use the 17" high commode. My knees are bad and don't bend well past 90 Degrees so i need the added height to accommodate them. Plus I need all the help raising my weight and it's easier to get centered of the feet.

More expensive for a new commode, but worth it in the long run. The riser is not difficult to install. A new commode is not difficult either.

I mounted a standard size toilet on a plinth as I needed to extend the waste pipe. It is now the same height as a "high" toilet.
I made the rails from 3/4" schedule 80 aluminum.

Thetford offers several models that are 19 inches tall. Ours is a Bravura. We also have a two inch riser. 21 inches might be too high for some some folks but my wife and I are both 5'10" tall and it works for us.
