Testing a surge protector

Can you test a surge protector to see what how much surge protection is left? If you can how do you do it?

Be Aware that :Surge protector: means different things.
Spike supression is provided by Devices that do require periodic replacement

SURGE *Over voltage for a period of time) and brown out protection is provided by a computer that monitores voltage (And often frequency) and shuts you off if you are out of range . This, in theory does NOT wear out.
