About overall length enforcement in and out of Canada.. I know there is a high level of enforcement some places at least. Maybe they focus more on the big semi rigs, though.. I entered Manitoba several times from the States. I was pulling an enclosed auto transporter (53 foot trailer) using a K/W tractor with a very extended wheel base. They would not let me proceed until my company purchased an "over length permit" online. I believe the max legal wheelbase in Canada (semi tractor) is 244 inches, according to info I find online.
Maybe Canada tries not to bug the RVer folks, because they don't want to discourage tourism ? Hard to say.

My Berkie Combo

390FL Berkshire towing a 22ft R&R aluminum V nose. Carries my Dirtbike (in the V), Streetglide HD,wife’s Indian Vintage and a Smartcar. Total weight 9,000#, length, 67 Ft. 😉
