The white roundish plastic thing is the thing that turns, you can use a screw driver or something like that and turn it clockwise turn the top of it, the tip, I have a broken one and I can use my finger to turn it.

We have found that the latch on the side has broken and won’t move with the handle. Hold handle up us a thin screwdriver to pry latch back and bin will easily open. Look in the back of Family RVing magazine for supplier of latches that are metal instead of plastic. I still have one left of 12 I bought. The others have been installed as the original ones break. None of the new metal ones have broken and some were installed 6 years ago.
