Welcome 40stude to irv2.
Not sure what you need and for what system but here is a link for all Triple E HWH systems.
Could not have fluid tank at proper fluid level, may have plugged release manifold or even springs not strong enough to return jacks in full up position.

Ted:

Is it all jacks or just one? Which model of jacks do you have? I had a problem with one of mine on a Triple E Commander earlier this year and ended up replacing the cylinder.

Check fluid level, with my coach when checking fluid level all jacks must be retracted and slides also, after that try spraying WD 40 on the cylinders and wiping clean, check springs. Hope this helps

What year is your coach? Your springs could be weak and replacement is cheap.
