After thinking about tire when you depress tire and install band tire slide over band so why do we need the tool looks like you can install band then place tire on rim just wondering

The tool is used to compress the tire (after it has been installed but not inflated) so that the band can be installed. Then the tire can be released from the tool and inflated.
Removing a tire is the reverse. The tire is deflated and the bead broken. Then use the tool to compress the tire. Then remove the band. Then remove the tire.

Tyron bands are used by police, military, emergency vehicles around the world......and I read somewhere all of the Fed Ex truck fleet have them installed.
Those of us who have them on our RV's.....it's really added peace of mind. If your willing to spend to install a Safety Plus to help with blowout control, than why not install the Tyron bands too.......safety first.
