Right, I never thought of that.
I worked for a big city transit agency. I do know they used retreads a lot but I'm not sure if that is still the case or not. Tires are one of the most costly expenses for transit bus maintenance so almost all agencies do a lot of research on how to get the most mileage and ways to reduce the cost of tires as much as possible.
The XRV however, is not a tire used on buses as it is specifically designed for motorhomes.
Plus, the 305/70R22.5 size is not an extremely common size for a transit bus. From my recollection, most transit buses traditionally used 305/85R22.5 or 315/80R/22.5.
However, I think I remember reading that the newer Gillig low-floor buses are now using 305/70R22.5
But again, even if a discarded 305/70R22.5 can be found that was used on a transit bus, it's obviously not going to be Michelin XRV but a different Michelin model that is designed for the type of use that transit buses are exposed to.
It could be a lot of work scrounging around finding a discarded transit bus tire in that size and if one is found, the tread will definitely be shot. But if just using as a temporary spare, it may or may not matter that much.

Yeah, see what he charges to ship. Maybe buy all 4 of them if his shipping charge makes sense to do that ...?? (LOL) --if you have somewhere to store them so you or somebody else who might be looking for a spare will have a few extra for future use. Post back to this thread when you make a decision.
