nope not the drain valve, but thanks, it is the overflow pipe, I think the fill valve is defective.

Has to be the fill valve.

Not wanting to fill tank, was on city pressure, believe the fill valve has failed.

I assume that since the fresh water tank is filling whet the dial is on CITY, the fill valve has failed and needs replaced. I just want to be sure before I spend $100. for a new valve assembly.

You would think so, but I've come to expect the unexpected on these things. Take the valve out and trying blowing air though it with the handle in the different positions. It wouldn't surprise me if the labeling was backwards or something else is going on.

Just drain the tank and keep the drain open to observe the fill valve behavior in all positions to determine if it is leaking and how badly. You may find the problem can be fixed without a new valve.

Tried this allready, it fills the fresh water tank in all positions.

Getting new flow valve from Anderson, and new check valve from Shurflo. Both agree it is one or both that has failed.

My Anderson valve failed on my 16 Bounder and Anderson Brass mailed me an upgraded valve insert at no cost. Stand up company in my opinion

 found the problem, someone did a bad install and repair job. Because I doubt Anderson Brass did a bad job putting this together. Anyway all is good now.
