Anyone know why my water heater is over heating? I put a new thermostat, thermal cut off switches and it keeps over heating.

Brand/Model??

What do you mean 'overheating'?
What temps are you getting and where are you measuring the temp?

Does it do it on electric and gas?
Just electric?
Just gas?

Have you checked that T-stat is opening ...check voltage to/thru t-stat?
When t-stat opens...no voltage on one side...what temp is water?

T-stat NOT making good/clean/tight contact to WH Tank Wall will cause higher temps before T-stat opens

T-stat CONTROLS water temp......if it is Opening then power shuts off
Question is When is it Opening??
