there is a little screw on the center of the pump head to adjust pump pressure. Try turning this screw in 1/2 turn. I had the same 'surging' problem and adjusting that screw helped.

Last update. I just wanted to let everyone know the issue ended up being a pinched water line between the fresh tank and the pump. Evidently it was pinched just enough to restrict water flow but not enough to stop air being blown through. Thanks again for taking the time to give me your suggestions.
