Water pump - 2 part question

We have a 1998 Newmar Dutchstar motorhome. We bought it used from friends.

The house water pump has never worked - it blows a fuse every time we try to use it. It's not critical, since we get water when we connect at a park. However, it is a nuisance to not be able to use it when we want. So, two part question:

Has anyone had issues like this, and if so, what was the "fix"?

Also, the repair shop we used when we first bought it charges about $90 to diagnose each problem, and then the repair is additional. How common is this? That seems excessive to me, but I'm still pretty new to this game.

Just buy a new pump.......Shurflo 4008 (3gpm at 55 psi)

Simple change out.
4 mounting screws, suction fitting/discharge fitting and 12V DC wire connection
Easy DIY project

One way or the other you are paying for both diagnosic time and then time to implement the repair. Some shops will charge these separately, as once diagnosed the customer may elect to not have the repair implemented.

It probably is the pump but if not you will have a really good spare pump. Make sure there is not a short in the wiring first.

Disconnect the wiring to the pump and then turn on the circuit to see if the breaker or fuse still breaks or fuses

Pump to ground is of no concern right now.
