I fill my tank till it runs out the overflow tube, but it stops flowing once the excess water level in the tank is out and the vacuum is broken. My tube does not extend into the tank.

What he said.
I've never seen or heard of an RV water tank with a dip tube on the overflow connection. My tank has no dip tube and I'd like to see a link to one that does.
I suppose there could be a few water tanks out there that were designed by idiots.
