I am looking at a DP that has a GVWR of 31,000 lbs and a GCWR of 41,000 lbs.

It has a Freightliner chassis and has a 5,000 lb. hitch.

The question is this. If the DP is loaded to the maximum of 31,000 lbs, in theory I could pull 10,000 lbs.

Am I limited by the hitch rating of 5,000 lbs?

Could the hitch be changed out to a 10,000 hitch?

Yes, you're limited by the hitch rating. You can have the hitch replaced or reinforced to get you a 10,000 lb rating. How expensive that is will depend on the frame. 5,000 is pretty low, and I wonder why that low in the first place.
