It is the cable for the emergency braking system on a trailer. The white pin goes into a box ( usually mounted on the tongue of the trailer) that is wired to the trailers battery. The end with the loop in it is attached to the frame of the tow vehicle or to the hitch. Should the trailer become detached from the tow vehicle, the pin will be pulled and it will activate the trailer brakes.
