I agree steel plates is a good plan, but think a tall grate might be better. And if nothing else a grate on top of the plate, otherwise it will be slick as snot...

OMG, special 1/2” steel plates when four 2X12’s 12’ long is more than enough assuming the culverts are close together.

Long term I would dig two 2’ wide, 6” deep, and 12’ long trenches and put 3 #5 rebar near the bottom and pour with 3000 psi concrete.
