Windshield wiper control

Not sure where to ask this question but need help.
I have a 2004 Damon Intruder on a WorkHorse chassis. My windshield wipers will work only in the high speed position. When I turn the control to any other position, they stop immediately. I ordered another workhorse wiper control module but the same thing. If I unplug the module, the wipers still work the same, high speed only and will stop immediately at any other speed position.
Anyone else ever have this problem?

It could be the connector at the wiper's motor end. They are usually 5 wires in that connector, and two of them (coming from the high and low power relay of the module) are necessary to regulate the motor speed. Check the wires and blades to make sure they are functional.

I pulled the connector, it looked new on the inside, no corrosion or discoloration.

You know the control is not the problem source. Bench-test the motor.
